Buyer guide
Perfume import documents for the US, UK and EU
For each fragrance, the factory supplies the SDS, the IFRA document, the allergen declaration and a transport MSDS. The brand's responsible person then completes what the market requires: the CPSR and CPNP notification in the EU, the SCPN in the UK, and the MoCRA product listing in the US. The label must say Made in China.

What the factory supplies
- SDS (safety data sheet) for each fragrance.
- IFRA document confirming the oil is used within IFRA limits for the product category.
- Allergen declaration, for the ingredient list on the label.
- Transport MSDS and dangerous goods information for the forwarder.
- Technical data for the safety assessment: formula, stability results, packaging compatibility.
- Facility registration number for the US: 3016013680.
European Union
- Appoint a responsible person based in the EU. It can be your own company if you are based there.
- The responsible person arranges the CPSR (cosmetic product safety report), written by a qualified safety assessor using our technical data.
- They file the CPNP notification before the product goes on sale.
- Check the label: ingredients in descending order of content, allergens, the responsible person’s address, batch number and Made in China.
United Kingdom
The process mirrors the EU, with a UK-based responsible person and a notification on the SCPN, the UK’s Submit Cosmetic Product Notifications service. A product sold in both markets needs both.
United States
Under MoCRA, the brand owner on the label is the responsible person. They list each product with the FDA, keep safety substantiation, report serious adverse events, and put a US contact on the label. The plant must hold a facility registration; ours is number 3016013680. See MoCRA.
Labels: a quick check
Ingredients must be listed in descending order of content. If a label says the alcohol content is low but alcohol is first on the ingredient list, the two cannot both be true, and the label needs fixing before printing.
Products made in China must say Made in China on the product label, not only on the carton. Printing another country risks inspection, fines and delay at the port, and the risk falls on the factory. Adding where the design was done is fine.
Shipping
Alcohol-based perfume is UN1266, a class 3 flammable liquid. By sea this is routine. By air it needs dangerous goods packing and a declaration, and costs far more. In some destinations goods are also tested at the port; leave time for it.
An alcohol-free product, such as our Body & Hair Mist, is not shipped as a dangerous good.
Questions buyers ask
Do you file the CPNP for us?
No. The CPNP notification is filed by the responsible person in the EU, a company or person based there. We supply the technical data they need.
Is perfume a dangerous good for shipping?
Alcohol-based perfume is UN1266, class 3 flammable liquid. Sea freight handles it routinely; air freight needs dangerous goods packing and declaration, and many airlines limit it.
Can the label say Made in France?
Not for a product made in China. You can say where the design was done, for example Designed in France, Made in China. Claims about where the oil comes from need full documents and a label review first.
Is your plant registered with the FDA?
Yes. US FDA cosmetic facility registration under MoCRA, number 3016013680.
